[BUG?] new 4.10.2 can't start website, transfer file, nor start application

Basically, lock, shutdown, reboot, work as expected.
openning apps, websites, and transferring files don't.I use Windows 10 in all the pcs.
Note: I updated the master pc and 5 other pcs, the unupdated pcs are running version number 4.9.8.0 , they don't have these problem.
