Client PCs with username but no password using key authentication?

My Windows 10 clients have a username with no password to log in. I am trying to use key file authentication but am unable to make a connection between the master server and clients. The documentation seems to indicate that clients without a password should be able to connect if public/private keys are used. I am using computer names under Locations & computers. Any suggestions?
