Internet Access Control multiple profiles

Hi there,
we've got the following scenario:
The teacher want's sometimes block the whole internet, but the students should user their home folders (network share) and sometimes block the home folder but not the internet. Or the computer should cut of both network shares and internet access.
Is there a way to let the teacher block the traffic as he needs it?
