Open a website doesnt work

Hi!
I wrote before... but my problem was not resolved. So..
I have a computer room with 28 computers. And i see the PC's on the Master, but i cant open websites and programs.
My comment: I have 2 users on a PC.. an admin and a student. There is a shortcut in the admin account, but the student account have not. In the admin account working "the website open", but the in the student account not.
There are no Group Policies on the student account.
Help me!

I found out what's wrong. The computer names and the user names are same. If the computer name and the user name is different, then this feature works.
