Veyon fails to isntall from SCCM due to silent install error, Cannot apply config

Using the following cmd: veyon-4.3.0.0-win64-setup.exe /S /ApplyConfig=%cd%\Wlpoly.json
This works if I run normally through CMD. however it fails when i deploy it through SCCM, it errors when it tries to apply the config, I have tried blank fresh configs, I have tried newly built PCs. we have been using SCCM for years to deploy it and was on version 4.1.6 when it stopped working so I thought I would try the latest version however both do the same thing. we are running windows 10 1903 and 1603 LTSB.

Any help will be much appreciated we have a lot of classrooms currently without veyon.
